Sycamore Advisors, LLC Expands National Municipal Advisory Practice with Two Additions to Team

Sycamore Advisors, LLC, an independent municipal advisory firm, today announced an expansion of its team, hiring two staff members to further strengthen the firm’s national municipal advisory practice.

The firm has added seasoned professional Jessica Lamendola as senior vice president and Lucien Harlow-Dion as a quantitative analyst. Both bring a fresh analytical capacity and unique perspectives to the Sycamore team as it continues to provide independent advice for high priority municipal projects for clients in the Northeast and Midwest. They join Chris Valentino as part of Sycamore’s New York City office.

About Jessica Lamendola

Jessica Lamendola formerly served as the director of administrative and financial services for the City of Topeka (Kan.). Lamendola also brings strong rating agency experience to Sycamore Advisors in addition to her extensive background in budgeting, performance management, accounting, financial reporting, contracts and procurement, debt issuance and fund management.

As an assistant vice president at Moody’s Investors Service, Lamendola was the state lead for local governments in New York, Pennsylvania, and Maryland. She previously worked for several other New York issuers, including the Town of North Hempstead, NY (Director of Finance and Acting Comptroller) and Nassau County, NY (Investor Relations Coordinator).

Lamendola will focus on providing advice to clients in credit structure development, rating agency relationships, and investor outreach. Lamendola noted: “Working as both an issuer and as a credit analyst has shown me the importance of each issuer having the opportunity to tell their own story to the investor community. I look forward to working with Sycamore Advisors clients on credit story development.” Lamendola serves on the Committee on Governmental Debt Management for GFOA, is a board member for Women In Public Finance, and previously served on the Northeast Women In Public Finance Board.

She holds a master’s degree in public administration from the Maxwell School at Syracuse University and a bachelor’s degree in political science from the University of Portland.

About Lucien Harlow-Dion

Lucien Harlow-Dion holds a bachelor’s degree in international relations from the University of St. Andrews in Scotland and is currently a final year MBA candidate in Sustainability at the country’s ‘Best Green MBA’, according to the Princeton Review, at Bard College, Annandale-on-Hudson, NY.

He is pursuing a career in municipal finance after a successful decade-long career in business development for various technology companies. He believes in the power to reinvent cities with current technology for efficiency, habitability, and sustainability. His previous muni-focused work includes selling emergency management software across the country for VEOCI, as well as two years on the Economic Development Board for the City of New Haven, Conn.

Harlow-Dion’s employment represents a strategic choice by Sycamore to reflect the sustainability goals of its municipal clients, and the firm’s emphasis on ESG initiatives as its clients make infrastructure investments. He is a recipient of the NYU Certificate in Clean Energy, sponsored by NYSERDA.
